The Liberal Democrat Spring Conference today backed plans to radically transform the NHS into a 'people's health service' by empowering individuals and decentralising control to local communities.

The full text of the speech of Liberal Democrat Shadow Chancellor Vince Cable MP follows:
"VAT on fruit juice and smoothies should be cut from 17.5% to 5% to help encourage healthy diets, the Lib Dem Treasury Chancellor, Vince Cable, told the party's spring conference in Liverpool. The cut in duty would be paid for by a rise in tax on some alcoholic drinks. "Such a tax could raise an estimated £200m", he said.
The Liberal Democrats are demanding the Government set up a full independent inquiry into British involvement with the US practice of 'extraordinary rendition'.
Dundee Liberal Democrats have today (Saturday 8th March) given their support to a campaign launched by party leader Nick Clegg against 'Faceless Britain', the Labour Westminster Government's increasing reliance on remote call centres to provide essential services, many to the most vulnerable citizens.
